Description

Abstract
近年乾旱造成之衝擊,經常向農業尋求用水調配之支援。因此在兼顧水利會及農民權益下,本研究將從水資源管理、調度到乾旱預警,進行妥善規劃,建立一套有效之水庫乾旱預警系統,以協助農業水資源管理之調配。工作項目主要包括: (1) 建立水庫乾旱指標; (2) 建立水庫水源情勢指標; (3) 建立水庫乾旱預警指標; (4) 建立抗旱應變對策; (5) 案例研究近年乾旱事件。藉由本研究建立之模式,希望將能有效提供相關農業主管單位研擬未來用水策略之應變。 In recent years, drought events hit Taiwan frequently and which brought immense impacts to agricultural damage. Therefore, developing a drought early warning system is necessary to show decision making for agricultural water resource management. In this study, an early warning system is developed and proposed for drought management on the reservoir operation. The goals of the purpose consists five essential elements: (a) drought watch, (b) water consumption measure (c) drought alert index, (d) policy making, and (e) case study on resent drought events. It is hope that the drought warning procedures can help the water authorities concerned take a timely action while confronting drought threats.
