Description

Abstract
" 台灣地區高山陡峻、河川流短湍急,雖然有豐富的降雨量,但洪、枯水量差異大, 造成北部石門水庫在颱風洪水時期與乾旱枯水時期發生嚴重缺水現象,如:民國91、92 年由於降雨量減少,使得部分桃園地區有休耕、減供等限水措施;而民國93、94 則是 颱風過後,原水濁度過高,影響淨水場供水,形成另一種型式的缺水。 本研究小組已成功提出水庫於枯旱缺水時期一個即時預警之操作模式,不僅在乾旱 來臨前能確實反應乾旱發展之趨勢,並且提供即時應變之限水措施。本計劃於第一年除 定期每月進行乾旱預警模式之石門水庫即時操作外,並將擬定颱洪期間的水庫操作規線 與濕澇指標,第二年擬建立石門水庫颱洪預警操作系統模式,第三年擬提出石門水庫分 別在颱風時期與乾旱期間的水資源管理調配方案,建立石門水庫於乾旱時期之旱災預警 系統機制,並希望藉由颱洪時期水庫放水操作管理探討濁水對下游取水的影響。 " " For the last hydrological years (2002-2005), Shihmen reservoir, located in northern Taiwan, encountered severe droughts and floods, respectively. Water shortage arises because of inefficient reservoir operation. In addition, soil erosion by rainstorm is a serious problem here. Sedimentation causes the water in reservoir to be very turbid. Water supply is often curtailed because of the poor water quality. The author has ever developed a color-coded early warning system for drought management on the real-time reservoir operation. The system consists of three essential elements, namely, (a) drought watch, (b) water consumption measure, and (c) policy making. A new Drought Alert Index is used to characterize the alert level of drought severity. For demonstration, the drought warning procedures were applied to the Shihmen reservoir. The objectives of this project are: (1) to verify the effectiveness of the developed drought early warning system in accordance with based the real time Shihmen operation; (2) similar to the drought early warning system, to develop an early warning system for flood management in Shihmen operation; (3) to examine the impact of sedimentation on water quality in river channel after flood release. "
