Description

Abstract
"氣候變遷對全球影響甚鉅,近一百年來,全球平均氣溫上升了0.74 ℃,造成冰川的融化、海平面的上升。在未來,氣候變遷將影響臺灣降雨及氣溫於時間與空間上之分布,極端氣候事件發生頻率可能增加,對水資源管理帶來嚴重衝擊。 本子計劃以彰化雲林地區與濁水溪流域為研究對象,上年度計畫顯示在氣候變遷情境下,雖然湖山水庫運作後可滿足民生用水,但農業與工業用水則受到需水量增加與上游入流量減少之影響,缺水狀況將較現況更為嚴重。因此本年度計畫將擬訂調適策略,以減緩氣候變遷帶來的缺水情勢。 本計劃以「未來缺水狀況不得比現況更為惡劣」作為調適目標,結果顯示無法只靠單一策略解決,必須同時做到以下幾點方可達成目的:(1)導入水稻強化栽培(The System of Rice Intensification)耕作方式;(2)彰化雲林灌溉系統輸水損失需降至25%;(3) 彰化雲林二期水稻耕作面積皆不得超過20,000 ha,即兩地總和不得超過40,000 ha。 另外,過程中我們發現湖山水庫如依原始規劃,供水運用率偏低,未來可針對此問題進一步研究。 " "Climate change is the most concerned issue in the world nowadays. In the last hundred years, the average of global surface temperature have increased 0.74℃, and causes the glaciers to melt and the sea water level to rise. Taiwan, one of the sufferers of climate change in the world, is hardly affected by it. In the future, Climate change would make the characteristic of rainfall and temperature be different from the present, and the extreme events would arise frequently. This may seriously impact the water resources management in Taiwan. The Zhoshui river basin over Zhanghua and Yunlin area in central Taiwan is chosen as the study area for the subproject 1. According to the assessment of the impact under climate change in last year, the increasing demand and decreasing river discharge make water shortage be more severe for agricultural and industrial use, in contrast, domestic use does not meet shortage while Hushan reservoir operate. Therefore, the purpose of study in this year is to draw adaptation for mitigating the drought resulted from climate change. The goal of adaptation in this study is “do not let the future drought indices be worse than the present“. To achieve this, we must take the following into account: (1) Implement the System of Rice Intensification for agriculture; (2) Improve the conveyance loss to 25% for Changhua and Yunlin Irrigation Associations; (3) It is recommended that the farming area of paddy in second cropping season for each irrigation associations should not be over 20,000 ha, in other words, summation of the farming area of paddy in second cropping season should not be over 40,000 ha. Plus, the efficiency of Hushan reservoir is not as good as we think. It needs further studies on this issue if possible. "
