Description

Abstract
由於濁水溪流域的地質特殊、水文豐枯分明及用水需求壓力等特性,造成彰雲地區潛在 供水風險偏高,現有水庫操作規則有必要檢討及調整,方能達成穩定供應生態、產業與民生用 水之目標。為因應水文與供需端之變化,本子計晝一於第一年將藉模擬法,以建置新完工的湖 山水庫操作策略,探討可資利用的水資源量。第二年則將加入氣候變遷因素,建立濁水溪集水 區降雨逕流模式與彰雲地區需水量推估模式,進而推估出未來河川來水量進行供水模擬。第 三年則探討生態基流量估算方法,並綜合前兩年研究結果與其他子計晝產出結果,如生態用 水、氣候變遷、農業用水調整、標的用水移用機制甚或地下水管理等多元利用之水庫調配策 略,進行不同調度策略下各需水情境之供需分析。 In Zhanghua-Yunlin area, the sensitive geology, significant seasonal variation of hydroenvironment and the demand side pressure result in high potential risk for water supply. To balance the supply and demand that includes domestic use, industrial use, agricultural use and ecological instream flow, there must need some adaptation. The purpose of this subproject, first, is to develop operating rules for the just completed Husan reservoir by simulation method. Second, we add a climate change factor to simulate the water supply system. Finally the other subprojects would be considered as an integral to assess the risk of water supply in Zhanghua-Yunlin area. Afterward, adaptation options of water resources would be taken into account.
