"台灣於民國61 年成立「台灣省海堤規劃設計總隊」，擬訂了「臺灣省海堤整建計畫書」，並辦理海堤規劃及實質整建工作，以消弭海岸災害，為台灣海岸防護之濫觴。隨著經濟快速發展與海防管制的開放，海岸土地利用漸趨多元化，海岸地區在國土利用與開發中，逐漸展露其重要性。惟沿岸社經環境隨之快速蓬勃發展的結果，復衍生對海岸環境保護及合理利用等課題，且對災害容受能力大幅降低。有鑑於此，基於保護、利用及管理海岸地區之資源，防治海岸災害及環境破壞，內政部研擬「海岸管理法」，以做為未來海岸保護與防護之法源依據。在海岸防護部分，擬以劃設海岸防護區方式，跳脫過去侷限於點或線狀之防護，以海岸地區整體空間防護概念，進行整合性防災治理與管理。本子計畫將海岸災害風險納入台灣海岸防護等級評估原則，同時，因應各海岸段之環境特性，製作風險地圖，以災害風險程度區分其防護等級，並以海岸整體防護理念，研擬合宜之工程與非工程防護基準，以做為未來海岸災害防護治理及管理措施研擬之參考依據，以達成海岸永續經營概念。 " "The “Taiwan Sea Wall Planning Division” has made the “The sea wall renovation plan” and executed the assignment of the coast defense construction since 70’s. They were responsible for preventing the invasion of typhoon waves and surges. In the meantime, the coastal hazard increased due to the development and utilization in the coast region. The protecting constructions and ecology restorations are in irreconcilable conflict cause by the fully exploited. Thus, the ministry of the interior drafted the “coastal law” to present the outlines for coast defense to instruct for those with stewardship responsibilities over coastal region. The concepts of the “Integrated Coast Zone Management” including the engineering and non-engineering ideas were proposed to prevent deteriorating coastal surroundings. However the feasible strategy is still absence. To proposed strategies for sustainable use and management in the coast region is the goal of this study. The assessment of coastal defense codes, protective standards and guidelines will be conducted. In order to consider the variety of coastal environments, the coastal risk assessment and hazard maps are going to make for the reference of the coast defense design code and the related guidelines. On the other hand, the experimental coastal county would be selected to verify the feasibility of the principle of coastal protection levels and proposed guidelines. The scenarios of the climate change are also taking into considerations. "
