Abstract
"臺灣沿海早期以經濟發展為重而輕環境保護,衍生許多海岸開發的負面衝擊,而海岸侵蝕即為其 中之一。海岸侵蝕除造成國土流失外,亦連帶影響海岸防護設施的防護功能和安全性,對人民生命財 產安全產生威脅。民國104 年通過「海岸管理法」明訂,「海岸侵蝕」若由興辦事業計畫造成,應依 法進行補償措施。在此規範下,未來興辦事業單位需針對其影響岸段進行更積極的侵蝕防治工作。然 而,海岸侵蝕屬長期漸變之災害,由於過去並未針對海岸開發岸段建立及落實相關的地形監測,以致 在後續海岸侵蝕致災原因與權責歸屬部分,無法明確地釐清。 爰此,本計畫於前期研究建立「開發構造物對海岸侵蝕之影響評估原則與方法」,透過「趨勢分 析」及「機制分析」,研析海岸開發結構物造成的侵蝕機制、影響範圍及量體,並界定開發事業單位 所應承擔之責任。另外,於未來兩年,考量侵蝕災害潛勢及岸段土地利用情形,選擇適當之危害度及 脆弱度因子,製作「海岸侵蝕風險地圖」,藉以評估各岸段所面臨之侵蝕風險。最後,綜合前兩者所 建構的方法論及研析成果以示範區進行驗證、評估及修正,確認其可行性,並應用於台灣東、西部海 岸因開發造成侵蝕的岸段,提出因地制宜的非工程及工程補償策略及措施,以達海岸永續經營之目標。" "Building defenses against coastal flooding began at 1960s in Taiwan. With increasingly protection work, the life and property of coastal residents were fairly protected, which indirectly contributed to the prosperity in coastal regions. Subsequently, pitfalls due to large scale coastal exploitation, for example, coast erosion, land subsidence, and urbanization lead increasingly coastal hazard potential. This study focused on the effect of coastal erosion on coastal defense structures induced by the constructions of industrial, commercial, and fishery harbors. These construction projects were observed to have disturbed the continuity of littoral sediment transport and lead to the retreat of the shoreline in the downstream area. The incident marine energy increased with the eroded amount within the continental shelf that cause the protection defenses damaged or degradation. Conflict arose between government departments and stakeholder that who should take responsibility and how large was the area affected by the structures. The relevant law finally passed on Feb. 2015 in Taiwan and namely as “Coastal Zone Management Act” that the integrated management strategy should be proposed. The responsibility of the coastal defense within the effected region cause by the development facilities were clarified in the Act. Trend and mechanism analysis are used to assess the effects of the coastal exploitation on the coastal erosions. The former one used the historical satellite images, maps, and bathymetric survey data to analyze the evolution of coast lines. The latter one used numerical models to estimate the area where the marine mechanisms changed due to the structures. In order to consider the variety of coastal environments, the coastal erosion risk assessment and hazard maps are going to make for the reference of the future remedies. The remedies including the engineering and non-engineering ideas are going to be proposed for sustainable use in coast region."
