Abstract
本子計畫「海岸侵蝕災害風險評估及強化韌性調適能力策略研究」擬申請109年度科技部自然司防災科技學門專題研究計畫「3-1海岸避災與減災策略研究」子課題。 氣候變遷衝擊威脅下,法定災害「海岸侵蝕」逐年加遽。隨著消波緩衝帶逐年縮減,可能造成海岸防護設施基礎掏空而損壞,進而引發暴潮溢淹,導致災害擴及陸域,造成更大規模的威脅及損失。 然而,整體海岸管理計畫定義的海岸侵蝕潛勢分級及海岸防護區劃設原則,尚未考慮海岸地區「人文社經」分布及災害可能造成的社經損傷程度。另因海岸防護區位是以輸沙單元做界定,全岸段視為相同災害潛勢,如此將無法判別岸段內不同環境下的災害潛勢高低,亦無法做為防救災資源投入效益之評估依據。 爰此,本計畫擬分三年度,考量氣候變遷影響下,建立海岸侵蝕災害風險評估原則,並研提相對應之調適策略,以達災害防治與國土保護等永續經營之宗旨。第一年度藉由蒐集彙整氣候變遷影響下海岸地形變遷之文獻,探討海岸侵蝕及其引致之複合性災害發生機制,並建立海岸線變遷範圍與時間對應關係之方法。第二年度為研提海岸侵蝕災害風險評估原則與方法,並繪製災害風險地圖。第三年度則係建立海岸避災與減災韌性調適策略資料庫,並納入民眾參與制度,據以因地制宜研提海岸韌性調適策略及補償措施。 "Under the threat of climate change, the statutory disaster ""Coastal Erosion"" will increase year by year. Moreover, if the coastal erosion keeps occurring, it might brush the foundation of coastal defense and induce the unstable coastal defense broken down when the typhoon invades Taiwan. Therefore, the villages behind the defense would suffer the inundation of storm surge, increasing the damage probability of the villages drastically. However, the scale of first or second-class coastal protection zones, classified by the Integrated Coastal Management Plan, was designated by sediment cells. In other words, the coastal protection zone was not only defined by the large-scale but classified to the same class that couldn’t illustrate the spatial distribution of coastal hazard potential precisely. Further, the coastal sectors of the protection zone were based on the hazard potential not included the damage of social-economic which induced by them. Therefore, for the goal to protect national resources and evaluate the risk of coastal erosion holistically. This study will propose the principles and methods with down-scales. In the first year, not only do collecting and aggregating the literature of coastal topographic changes under the influence of climate change, investigating the coastal erosion and the mechanism of composite disasters caused by it as well, which includes the present situation and the scenario of climate change. And establishing the analysis method of the corresponding relationship between the range and time of coastal bathymetry change. In the second year, after proposing the principles and methods of risk assessment of coastal erosion, the risk maps then be drawn by the distribution of hazard and vulnerability risk. In the third year, according to the risk map to develop the strategies of resilience adaptability management with the public participation system for coastal protection, achieving the goals of sustainable coastal utilization and protecting the disasters."
