根據我國動物防疫檢疫法規，家禽與偶蹄類動物之屠體雜碎及其他產品輸入檢疫條件規定，輸出國政府應每年邀請我國動物檢疫官員赴產地辦理實地查證相關作業，此項實地查證之結果，具有決定輸出國是否能夠符合我國進口產品之檢疫衛生標準。由於實地查證內容涵蓋包括動物疾病診斷、判定與屠宰或加工場所設施、衛生操作符合性等性質不同之專業領域，因此亟需建立執行查證之標準流程，作為我國官方代表至輸出國執行實地查證業務之依據。本計畫之目的即在建立一套輸出國實地查證之作業手冊，內容包括國內外相關法令與標準、出發前之準備清單、輸出國實地查證流程、評核表單、查證報告書等。全程計畫預計兩年完成，內容包括作業手冊編訂並製做成光碟片與進行查證人員之實務教育訓練，第二年除延續教育訓練外，並增編與修訂作業手冊內容。本計畫之執行成果將有助於建立我國國外實地查證執行之一致性，減少不必要之國際貿易糾紛，也能使我國承辦相關業務之同仁具有更嫻熟與敏銳之查證判斷能力。 The aim of this project is to establish a standard operational procedure that can provide for official auditors to perform a consistent compliance inspection to meet our importation criteria with regard to animal diseases and sanitary operation. The project is expected to be completed within 2 years, where the first year is to develop the SOP manual and starting auditor training courses, while the second third year will continue on personnel training and modify the manual as needed. With all the information collected from foreign countries, risk assessment can be conducted based on those findings and further to establish new standards for later usese.
The fully implementation of this project can reduce un-necesary animal product trade disputes and provide our official auditors in-depth skills in fulfill the need for their missions.
