Description

Abstract
"因應人類糧食需求,過度捕撈對海洋資源造成壓力,為維持海洋漁業資源的 永續,包括海洋保護區、禁漁區、禁漁期等多種管理措施被採用,其中海洋保護 區被視為是最具有成效的保育措施。台灣北部海域為台灣漁業重要漁場,作業漁 船數量、漁獲努力量以及漁獲量都相當高,然對於整體漁業動態以及管理缺乏整 體性分析。本研究旨在瞭解漁業對於台灣北部海洋資源的衝擊,從生態系管理的 角度擬定資源保育措施。 本研究以臺灣北部海域(北緯24-28 度、西經120-126 度)為研究範圍,利用 分層立意抽樣,於新北市、基隆市、宜蘭縣等十個主要漁港、針對扒網、火誘網、 拖網、延繩釣、一支釣、籠具等主要漁業,預計面訪300 位漁民以蒐集漁獲資料, 並分析漁獲率、單位努力漁獲量(CPUE)、單位努力漁獲值(IPUE)、IUCN 物種瀕 危程度、物種豐度(richness index)及生物多樣性指標(Shannon index)等,以界定漁 業資源熱點,並以生態風險評估(ecological risk analysis, ERA)篩選優先保育物種 及棲地,進而探討各項保育措施之可行性。本研究預期將建立台灣北部海洋漁業 資源監控體系,作為制定整合性管理措施之科學依據,其成果對於學術研究及漁 業管理均能有具體貢獻。" "To meet the requirement for human food security, the fishing activities have server impacts on marine resources. Under the circumstances, many conservation measures are applied to ensure the sustainability of marine ecosystem, such as marine protected areas (MPA), area and time closure. Among them, MPAs are considered as one of the most useful tools. Considering the northern waters of Taiwan is an important fishing ground but lack of comprehensive analysis on fisheries dynamics and management. This research aims to establish a monitoring system on the impact of fisheries on marine resources and propose conservation measures in accordance with ecosystem-based management approach. This study will focus on the area of northern coastal waters of Taiwan (around 24-28° N, 120-126° E). Stratification purposive sampling will be conducted to interview fishermen in northern Taiwan for collect fisheries data. We will select 300 fishermen from Taiwanese purse seiners, torch-light fisheries, trawlers, longline, pole and line, crab pot fisheries in ten major fishing ports in New Taipei City, Keelung, I-Lan. The data will be used to estimate indicators, including catch per unit effort, income per unit effort, IUCN endangered species distribution, species richness index, Shannon biodiversity index, to evaluate the marine biodiversity in each grid cells and try to identify the hotspots. Ecological risk analysis (ERA) will be further used to priority the conservation species. The results are expected to contribute to scientific research as well as management purposes."
