蒐集分析VMS管理沿近海漁船作業秩序之現況於世界各主要漁業國家之運用情形，並配合國內目前正推動赴臺日重疊專屬經濟海域作業之20噸以上未滿100噸以上延繩釣漁船全面裝設VMS之實例，用以規劃研擬VMS運用在沿近海漁業即時作業秩序管理模式，達到有效管理與資源保育之目標。 In order to enhance fisheries management and resource conservation, we collect and analyze the application of management on the offshore fishing vessels by using vessel monitoring system (VMS) in the major fishery countries. Furthermore, intergrating the real example of the VMS installation on all the longline vessels operating in overlapped EEZ between Taiwan and Japan, we plan the management mode of VMS application in offshore fishing active.
