近年來，海洋運動興盛，政府推動向海致敬政策，期望增加對海洋運動領域之服務，尤其在安全資訊系統之建置上。海洋運動之安全與很多因子有關，其中最重要者之一為海洋環境要素。各式海洋運動、各等級運動員及遊憩者，其能承受之合適海洋環境條件均有所不同。本計畫之目標即是在建立各等級海洋運動與海洋環境要素之間的關聯。計畫係透過專家問卷與分析的方法來進行，藉由問卷取得廣大信息回饋，利用德爾菲法分析之，藉由六場之諮詢會議，安排海洋運動從事者與海洋動力專家學者跨域對談，將一般民眾主動感知、非學術描述之海洋狀態轉譯成學理上之海洋動力參數，提供未來相關監測與預測系統要服務水域遊憩活動時之參考。本計畫選定五項海洋運動進行上述研究，預期完成後，可建立五項海洋運動各級玩家對應之海洋環境條件，為海洋運動提供安全資訊。 In recent years, water recreational activities are flourishing. The government promotes the policy of tribute to the sea, and looking forward to increasing services in the field of water recreational activities. Especially in the construction of security information system. The safety of water recreational activities is related to many factors. One of the most important is the marine environment. The suitable marine environmental conditions that can be endured by various water recreational activities and various levels of recreation are different. The goal of this plan is to establish a relationship between all kinds of water recreation activities and the marine environmental elements. The way to execute the plan is to obtain information feedback through questionnaires, and then use the Delphi analysis method to analyze. Arrange six consultation meetings to allow water recreation activities to engage in discussions with marine dynamics experts and scholars. Translate the non-academic description of the ocean state of the people into theoretical ocean dynamic parameters. Then provide reference for the monitoring and prediction system during recreational activities in the water area. This project selected five water recreational activities for the above research. It is expected that after the completion of the plan, five water recreational activities can be established, and the corresponding marine environmental conditions for players at all levels can be established to provide safety information for water recreational activities.
