Description

Abstract
According to the latest (2019) statistics of the United Nations Conference on Trade and Development (UNCTAD), Taiwan looms large in global shipping for ranking 11th in the table of ownership of world fleet ranked by deadweight tonnages. Since Taiwan is an island economic geographically and lacks of natural resources and bulk materials, iron ore, coal, and grains etc. must rely on bulk shipping. It shows that bulk shipping services play an indispensable role in Taiwan’s economic and trade and industrial development. The difficulties of bulk shipping operations and management are more obvious due to changes in the bulk shipping market affecting directly by global economic and trade. In addition, the Baltic Dry Index (BDI) of bulk shipping is not only an overall indicator of bulk shipping operations and management but a leading matric of global economic and trade development. It will be seen from this that how to master the important issues of 'Bulk Shipping Market and Freight Rates; Bulk Carrier Operations and Management' has a significant impact on Taiwan's economic and trade development. Therefore, the project centers on ‘bulk shipping', and plans to carry on writing about ‘Bulk Shipping Strategy Management - Innovating for New Markets’ during two years.The first year of the project revolves around ‘Bulk Shipping Market and Freight Rates,’ including 7 chapters: Analysis of Global Supply Trend in Bulk Tonnage, Analysis of Global Demand Trend in Bulk Cargo, Analysis of Bulk Shipping and Price Index, Analysis of Bulk Shipping and Baltic Capesize Index (BCI), Analysis of Bulk Shipping and Baltic Panamax Index (BPI), Analysis of Bulk Shipping and Baltic Supramax Index (BSI), Analysis of Bulk Shipping Market and Mega-ship Trend. In the second year, the project focuses on “Bulk Carrier Operations and Management,” including 7 charters: Voyage Charter Party and Main Terms in Bulk Shipping, Time Charter Party and Main Terms in Bulk Shipping, Bareboat Charter Party and Main Terms in Bulk Shipping, Bulk Shipping Operations and Charter Chain Operation Patterns, Bulk Shipping Operations and Charterparty B/L, Bulk Shipping Operations and Key Influencing Factors of Vessel Registration, Bulk Shipping Operations and Ship Management Companies.From the standpoint of bulk shipping companies, the project compose writing about ‘Bulk Shipping Strategy Management - Innovating for New Markets’ in terms of thought on strategic management. The results of this research can be an important reference for shipping management and operation strategies formulated by Taiwan’s bulk shipping companies, which are expected to help bulk shipping companies innovate for new markets. 根據聯合國貿易暨發展委員會(UNCTAD)最新(2019)統計，依全球船噸排名，我國名列第11名，顯示我國船噸在全球占有一席之地。我國為海島型經濟國家，缺乏天然資源與大宗物資，因此鐵礦砂、煤炭、穀類等須仰賴散裝船舶運輸，足見散裝航運服務，對我國經貿與產業發展，扮演不可或缺之角色。由於散裝航運市場變化，受全球經貿直接影響，更加凸顯散裝航運經營管理的困難；散裝航運波羅地海運價指數(BDI)，不僅是散裝航運經營管理的總體指標，亦是全球經貿發展的先期指標。基此可知，如何掌握與認識「散裝航運市場與運價、散裝船舶經營與管理」的重要課題，對我國經貿發展具有舉足輕重影響。因此本計畫以「散裝航運」為核心，規劃以二年期間，進行「開創新市場的散裝航運策略管理」專書寫作。本計畫第一年進行「散裝航運市場與運價」撰寫，包含「全球散裝船噸供給趨勢分析、全球散裝貨源需求趨勢分析、散裝航運與運價指數分析、散裝航運與海岬型船指數分析(BCI)、散裝航運與巴拿馬極限型船指數分析(BPI)、散裝航運與超輕便極限型船指數分析(BSI)、散裝航運市場與船舶大型化趨勢分析」等7章之專題。第二年進行「散裝船舶經營與管理」撰寫，包含「散裝航運論程傭船契約與主要條款、散裝航運論時傭船契約與主要條款、散裝航運光船租賃契約與主要條款、散裝航運經營與傭船鏈經營形態、散裝航運經營與傭船載貨證券、散裝航運與船舶設籍關鍵影響因素、散裝航運經營與船舶管理公司」等7章之專題。基於散裝航運公司立場，本計畫以策略管理思維角度，針對「開創新市場的散裝航運策略管理」進行專書寫作；研究成果可作為我國散裝航運公司制定航運管理經營策略的重要依據，期能有助於散裝航運公司開創新市場。
