根據內政部統計，我國已邁入高齡化社會。在人口結構老化、平均餘命延長、疾病型態慢性化等多重議題的交織下，照顧服務需求更益多元與複雜，如何提供更完善且符合國情之高齡友善照顧服務已變成台灣社會必須面對的最重要課題之一。過去以經費為導向的傳統規劃思維難以面對新環境的挑戰，透過創新設計思維解決社會問題的途徑已然成為趨勢。然提出解決方案之前提需對關注之社會現象與問題進行深度研究，據此進行創意發散手段並提出有效具體可實施的行動方案。有鑑於此，本研究自社會設計之視角出發，導入探討人類複雜社會問題原因與本質的軟系統方法論與具跨領域整合特性的服務創新觀點，建構一創新設計模式對實際個案進行分析，試圖從全局思考角度剖析核心問題的本質、多重構面及關鍵因素，釐清改善現狀的真實需求，評估資源與各部關係的有效配置，了解具體行動方案如何實施與推動及改善研究對象所面臨的整合性系統問題。本計畫擬以三年為期，旨在從服務創新觀點探究高齡照顧社會問題，並整合軟系統方法論與服務設計方法發展一社會設計模式。透過執行基於軟系統方法論的邏輯步驟之變革式行動研究法的研究途徑深入研究場域進行社會設計專案。研究過程中採用深入訪談法、參與式觀察法、參與式設計工作坊、田野日誌等收集田野資料，並以主題式分析法與軟系統方法論之豐富圖(Rich Pictures)、CATWOE法與概念模型法(Conceptual model)分析所得相關資料，進而建立創新高齡友善照顧服務模型，據此提出建議與具體解決方案。本研究計畫主要涵蓋下列目的:一、建構一整合軟系統方法論與服務設計方法為基礎的社會設計模式。二、探究實際高齡照顧組織的核心問題與其關鍵因素，分析形塑當前樣貌的重要決策與其真實存在的關係，最終產生具體解決方案與服務創新模式三、探究基於軟系統方法論與服務設計方法之社會設計模式於高齡照顧服務創新之效益與限制The duration of this project is three year, and the aim of this project is toinvestigate the core issues of elderly care systems in Taiwan bases on perspective of service design concept, how the issues evolve in a real world context, and establish an innovative social design model integrating Soft Systems Methodology (SSM) and service design methods for elderly care systems. In this study, case studies are conducted via a practice based research approach, i.e. a modified action research methodology bases on soft system methodology, with an organization who provide elderly care service. In-depth interviews, participatory design workshop, a research diary and observation were adopted as methods along with a modified action research methodology to collect essential data. In the analysis stage, data will be thematically analysed using Thematic analysis, Rich pictures, CATWOE, and Conceptual models. The later three methods are important approaches from SSM for building a new innovative service model.The objectives of this research are:(1) To establish an innovative social design model integrating Soft Systems Methodology and service design methods.(2) To investigate and explore core issues of elderly care systems in Taiwan, identify critical decisions on shaping the service model, and provide the solutions and an innovative elderly care service model. (3) To investigate the usability of an innovative social design model integrating Soft Systems Methodology and service design methods in real-world situations.
