能源轉型與再生能源利用是國際學術社群高度重視的議題。臺灣政府自2000年起將風力發電設定為能源轉型的策略產業之一，但從現階段的結果看來，臺灣廠商面對的學習曲線比想像中陡峭，尚未突破瓶頸。同時，過去研究對於臺灣能源轉型與風能產業技術升級仍存在研究缺口。準此，在臺灣-德國跨國研究團隊對能源轉型的研究基礎上，本計畫以臺灣能源轉型與風能產業為研究對象，用國家機器角色、全球價值鏈、吸收能耐及產業網絡的整合型分析架構，釐清臺灣能源轉型對風能產業技術升級影響，細緻地分析臺灣風能產業的技術學習、產業網絡及國際連結運作機制。本計畫成果不僅能提升臺灣在永續能源領域的國際聲望，更可作為政府推動風能產業之政策參考。
