Description

Abstract
本研究回顧國內外海事安全資料相關文獻及應用情況,了解國際航政監理機關所建置海事安全資料之內涵,探求國際海事組織(IMO)及歐盟海事安全局(EMSA)的安全調查機關對海難事件的資料內容格式,釐清各國安全與行政調查機關的作業差異。同時檢視我國海事資料的建立情形、資料模式及應用發展,盤點通報流程、資料蒐集及事後資料報告等工作。參照國內外文獻及作法,調查我國海事資料的建立情形,進行相關單位之訪談,釐清海事安全資料的潛在限制、執行困難、發展瓶頸及解決方案等因素;規劃我國海事安全資料內涵及應用方式,強化海事案件的定義、類型、通報流程及資料格式之建立,研提具體海事安全資料管理機制及實施策略。 This research reviews the relevant literature and applications of domestic and foreign marine safety information to understand their connotation established by international navigation regulatory agency. The information format set by safety investigation agencies such as the International Maritime Organization and the European Maritime Safety Agency on marine casualties is explored to clarify the differences in operations between the security and administrative investigation agencies of various countries. Simultaneously, it reviews the establishment of Taiwan’s marine information, data models and application development to confirm the notification process, information collection, and after-action report. Apart from investigating the current establishment of marine information in Taiwan with reference to domestic and foreign literatures and practices, interviews are conducted with relevant agencies to clarify the factors like potential restrictions, implementation difficulties, development bottlenecks, and solutions for marine safety information. It is expected to formulate the connotation and application of Taiwan’s marine safety information, strengthen the definition, classification, notification process and data format of marine incidents, and propose specific marine safety information management mechanisms and implementation strategies based on the above.
