Description

Abstract
食品是人體維繫生命的必要條件,而食品安全更與人體健康息息相關。近幾年來國內食品安全事件層出不窮,促使消費者之食品安全意識提升,對於食品安全與衛生的把關日趨重視;另一方面,食品相關法規修改次數頻繁,導致食品業者混淆,甚至不知如何遵守法規中的相關規定。而「食品安全起於農場,終於清潔」,食品用洗潔劑對於維護食品安全與衛生至關重要。食品用洗潔劑是消費者日常生活中接觸頻率相當高的物質,且市售洗潔劑五花八門,各品牌間的成分也大相逕庭,除了界面活性劑外,也可能含有香料、消毒劑、抗菌劑、防腐劑、增稠劑、著色劑等添加物,若食品用洗潔劑成分無法公開透明時,就會使民眾對於洗潔劑產生使用上的疑慮。因此本計畫目的為提升業者對食品良好衛生規範準則(GHP)之認知度、加強消費者對食品用洗潔劑之基本概念與建立食品用洗潔劑中清潔及消毒成分篩檢方法。 為進一步使業者及衛生單位人員對 GHP 條文之認知一致化,提升業者自主管理能力,本計畫將透過辦理食品用洗潔劑業者2場次業者說明會,使業者充分瞭解規範之各項要求。除此之外,為傳遞食品接觸物件材質之正確知識與促進風險溝通,亦將就食品用洗潔劑召開3場民眾溝通會,提升民眾正確使用食品接觸物件材質之認知程度,同時傳達食品用洗潔劑相關正確知識。而為有效管理食品用洗潔劑所使用之清潔與消毒成分及其使用安全性,衛生福利部食品藥物管理署已訂定「食品用洗潔劑衛生標準」,針對砷、重金屬、甲醇含量、壬基苯酚類界面活性劑、螢光增白劑、香料及著色劑予以限定標準,並針對用於清洗食品器具、容器及包裝等食品接觸面及用於清洗食品之主要消毒成分正面表列,制定相關規範。然而其中僅規定食品用洗潔劑使用之香料及著色劑,應以准用之食品添加物為限,其他配方成分則並未強制規範,因此需對市售食品用洗潔劑進行成分背景調查及分析,再透過本計畫依食品化學檢驗方法之確效規範建立之食品用洗潔劑清潔及消毒成分之篩檢及確效方法,了解國內市售食品用洗潔劑中存在之界面活性劑及消毒成分種類與含量,以評估食品用洗潔劑是否具有潛在的風險。 食品用洗潔劑的使用難以避免,唯有不斷地調查各類風險物質對民眾的影響,統整各國最新管理資訊,並有效地將資訊傳遞予消費者,才得以保障消費者食的安全並安心,作為主管機關訂定未來管理規範之參考。 Food is vital for humans, and its safety is highly related to health. In the past few years, food safety issues have emerged endlessly, and it has increased the consumers’ awareness of food safety and has made the public pay more attention to food safety management. On the other hand, food regulation has been amended several times, which confuses the food industry and makes them unable to follow the regulations. “Food safety starts from the farm and ends at cleaning,” food detergents are essential for food safety and hygiene. Food detergents are the materials that are highly exposed to consumers in daily life and there is a great variety of commercial detergents, so is their ingredients from brands to brands. Besides surfactants, food detergents also contain additives such as fragrances, disinfectants, antibacterial agents, preservatives, thickeners, coloring agents, and so on. If the ingredients of food detergents cannot be transparent to the public, it may cause doubts about the use of the detergent. This project is to raise the awareness of the food industry to GHP and to enhance the consumer’s basic concept to food detergents and furthermore to establish the detecting analytical methods of surfactants and disinfectants in food detergents. To further synchronize recognition of the officials and food industries and more strengthen food industries’ self-control, this project holds the sessions for industries or relative industries twice times, which aims to let them realize the demands in the new relative regulations. Besides, to promote the correct knowledge of food contact materials and risk communication to the people, this project will also hold three orientations in food detergent field to enhance the people's awareness of the correct use of food contact materials as well as conveying the proper knowledge. To effectively govern the use of sanitizers in food detergent and safety requirements, the Ministry of Health and Welfare in Taiwan has amended the "Hygienic Standard for Food Detergents" that's including the limits of arsenic, heavy metals, methanol and fluorescent brighteners, nonylphenol and nonylphenol ethoxylate standards, as well as the levels of sanitizer residue when food detergent contained disinfectants are used to sanitize or clean the food contact surfaces and equipment. However, only flavoring and coloring agents used in food detergents should be the food additives permitted to be used, while other ingredients are not strictly regulated. Therefore, it is necessary to conduct the investigations and analysis of commercial food detergents. According to the regulations on method validation of food chemical inspect, with the screening and validation methods of cleaning and disinfecting ingredients in food detergents established by this project, the types and contents of surfactants and disinfectants in domestic commercial food detergents can be fully investigated, and the potential risks of food detergents can be evaluated. The use of food detergents is unlikely to avoid. Continuously investigating the impact of various types of risk substances to the people, integrating and transmitting the latest food safety management of other countries to consumers is the only way to protect food safety and set consumers' mind at rest. This project can be considered as references for the authority to build up regulations on food detergent in the future.
