Abstract
本計畫規劃三年期的長期追蹤研究調查並深入了解高中實施海洋教育校本課程規劃與教學,探討不同組別(實驗組及對照組)學生在海洋素養之長期發展趨勢與軌跡及時間面向上的因素對於海洋素養的影響。此外,探討學生個人特質(e.g., learning motivation)、教師(e.g., teaching experience)或學校等背景變項(e.g., costal or non-costal),是否對於不同組別學生海洋素養表現產生影響。教育部有感於海洋教育之重要性,特別將海洋教育列為十二年國民基本教育課程綱要之議題。並全面於國小、國中及高中實施海洋教育,海洋教育於正式教育當中展現。2018年海洋事務委員會正式成立,隔年2019年11月通過海洋基本法,奠立以海立國之國策,貫徹海洋思維於教育當中。然而臺灣對於海洋素養的實徵研究數量不多,且無相關研究針對以海洋教育為校本課程教學(實驗組)與一般採用融入式教學(控制組)學生的海洋素養學習調查。這對教學現場的課程規劃及推動海洋教育成效是一大挑戰。本計畫規劃第一年以十二年國民教育課程綱要之「海洋教育實質內涵」為架構,研發一份海洋素養測驗。並透過預試檢驗此量表之心理計量特徵(psychometric characteristics)。第二年及第三年實施海洋教育課程規劃與教學並同時透過五波的資料蒐集,以了解不同組別的學生在海洋素養的差異及發展趨勢。研究成果預期將可對國內的海洋教育政策的擬定及海洋教育課程的制訂等有重大的貢獻。本計畫並呈現先導性實驗(pilot studies)的結果,這些資料顯示出本計畫的所有研究目的均具有高度可行性且未來計畫完成後可具學術價值與應用貢獻。In this project, a 3-year longitudinal study is planned to provide a thorough understanding of the curriculum planning and teaching of school-based marine education in senior high schools as well as investigate the long-term development trends and trajectories of students in two groups (experimental and control) and the influence of time-oriented factors on ocean literacy. Additionally, the researchers determine the influence of background variables, such as the characteristics of students (e.g., learning motivation), teachers (e.g., teaching experience), and schools (e.g., coastal or noncoastal) on students’ ocean literacy performance in each group. Taiwan’s Ministry of Education is aware of the importance of marine education and included it in the Curriculum Guidelines of 12-Year Basic Education. Furthermore, marine education has been adopted in formal education and comprehensively implemented in primary, junior high, and senior high schools. In 2018, the Ocean Affairs Council was formally established, and the Basic Act on Ocean Policy was passed in November 2019. A national policy of placing the ocean as the nation’s foundation has been implemented, and ocean concepts have been integrated into education curricula. However, few empirical studies on ocean literacy in Taiwan have been conducted. There is no relevant longitudinal studies have investigated the ocean literacy learning of students receiving school-based marine education (experimental group) and those receiving general integrated study (control group). This represents a challenge for the curriculum planning and implementation of marine education.In the first year of this project, the researchers develop an ocean literacy test based on the substantive connotations of marine education in the Curriculum Guidelines of 12-Year Basic and examine its psychometric characteristics through a pretest. During the second and third years, four semesters marine education curriculum are implemented and five waves of data are collected to explore the differences and development trends in the ocean literacy of students in different groups. The research results are expected to make a great contribution to the formulation of marine education policy and the marine education curriculum in Taiwan. In addition, this project presents the results of pilot studies, which indicate that all of the aims and objectives of the project are highly feasible. The results of this project will have academic and practical value once the project is completed.
