Description

Abstract
本研究乃針對政府現今大力推行之自由貿易及生態港區進行研究,由於生態港之相關 學術文獻相當欠缺,所以當政府投入大筆預算欲達到建設生態港之目標時,卻無客觀 且具體之績效評估指標可供政府參考。如能建立客觀之生態港績效評估指標,不只可 以指引政府將預算投入正確之生態港埠的硬、軟體建設上,也可在一段時間後對預算 執行成效進行稽核與做出改善措施。此外,本研究也將我國重點港口在生態港各主要 績效評估指標上之表現與國外主要港口相比較,運用IPA 模式,更可找出我國亟需改 善之生態港埠管理項目。 本文經由蒐集各國港埠目前有關港口生態保護之做法,將其匯整篩選出18 項較重要之 績效評估細項指標,將性質相似者初步分類成港口生態五大績效衡量指標,亦即海洋 生態保育、液態污染防治、環境美觀合諧、氣固態污染防治及節能減碳措施等五大指 標,本研究已經初步建妥港埠環保生態績效評估層級架構圖,未來將以問卷調查方式, 求得並建立一套可操作之港埠環保生態客觀評量指標,並賦予各指標適當之權重。Currently, Taiwan government is heavily investing to promote the so-called “Free Trade and Ecological Port” in Kaohsiung. It is easy to find many journal articles discussing the free trade port. However, there are very few literatures have looked into the performance of “ecological port”. How to set up a set of performance indices for an ecological port is thus becoming very important from the government’s viewpoint. This research intends to establish the ecological port performance indices and quantify the importance of each performance index. Finally, an IPA model is employed to evaluate the overall performance of the ecological ports in Taiwan and abroad. The study reviews the current practices to build up an ecological port worldwide and preliminary concludes 18 of the 32 current practices are important to evaluate the performance of an ecological port. In addition, this research taxonomizes this 18 performance index into 5 major performance index, namely, marine bio-protection, liquid pollution prevention, esthetic and harmonic surroundings, non-liquid pollution prevention, and carbon-footprint reduction. This research has build up an preliminary AHP structure to modeling the overall ecological performance of most of the major seaports. Hopefully, and objective ecological port performance index can be concluded by surveying the stakeholders in the port industry.
