全球海運市場在全球化與自由化潮流下，逐漸開放，而過去為了加入世界貿易組織，我國航運制度也採取逐步取消優惠措施，間接影響到我國航運產業發展。近年來受到全球景氣趨緩與船噸運能過剩影響，海運運價大幅下跌，又加上中國港口挾貨源地優勢等因素，都已逐漸影響我國港口地位。我國航運制度，在過去多著重探討國輪政策或噸位稅單一制度，較少從整體航運制度角度進行分析。有基於此，本研究將探討我國整體航運產業管理制度，系統性進行質化分析與量化分析，診斷航運產業現況問題，比較主要航運國家航政管理體制與產業發展政策，分析全球航運產業發展趨勢，評估法規鬆綁正負面影響，研擬航運產業管理制度改善建議，健全航港法規與產業發展政策，以期創造航運產業優質經營環境。With the trend of globalization and liberalization, transportation market becomes more global gradually. Taiwan's authority revoked some preferential measures progressively to become the world trade organization (WTO) member that inevitably influence the development of Taiwan's shipping industry. In recent years, transport freight rates have plunged, due to the slowdown of global economy and the oversupply of vessel tonnages, and China's ports took advantages of its huge number of exports that undermines the position of Taiwan seaports. As for shipping system, the authorities primarily focused on the national fleet policy and the unified tonnage tax regime, but seldom analyzed the overall shipping transportation system. Therefore, this study will discuss the overview of Taiwan's maritime system and the management of shipping industry to find out the business obstacles faced by Taiwan's shipping industry. Through systematic qualitative and quantitative analysis as well as comparing the shipping management systems and industry development policies in major shipping countries to analyze the trend of global shipping industry. Moreover, this study will estimate the impacts of deregulation. Eventually to draw up suggestions on the improvement of the shipping industry management system, sound shipping law and industry development policy.
