國際物流存在已久，國內的生產銷售活動與國際貿易形成物品實體的移動，除了雙邊的內陸運輸外，就是依賴海運或空運來加以連結，構成一條國際物流供應鏈。經建會所提出的全球運籌發展計畫，要將台灣建設成為一個物流中心，使世界各國的經貿活動，無論是產品的供應、下單、運輸、銷售，都能快速便捷的在此物流中心完成，讓企業在走向國際時，順利進行跨區域的資源與資訊整合。目前我國海運資訊作業缺乏共同之資訊平台，雖有關貿網路公司等通關業者之配合作業，但僅為業者與海關間之資訊交換。交通部雖以建置航商、貨主與政府單位間共用且有效之串聯資訊平台--海運資訊通信中心網站(MT-Net)，惟因目前經營環境改變，標準化建置工作困難，使貨櫃運輸資訊整合與應用之成效相形見絀。目前行政院已核定通過93年國建計畫海運九大方案，包括發展海運資訊系統，建置完成航運業及進出港簽証管理系統，及完成 MT-NET的設置。因此，配合行政院經建會「全球運籌發展計畫」之結合與推動，本研究特別針對全球運籌與海運貨櫃運輸無紙化與資訊文件整合運用進行研究，配合全球運籌發展(Global Logistics)物流、金流及資訊流ｅ化、行動化之需求，建立「智慧化貨櫃運輸後勤系統」，提昇我國在全球運籌之競爭力，讓全球運籌與資訊系統應用整合成為台灣海運產業的競爭優勢。在亞洲地區方面，現正進行經濟體之間之整合，例如香港主導之珠江網路平台計畫（參見附錄壹）未來將整合香港與珠江三角洲間之貨櫃運輸資訊傳輸作業，使二者能合為一體，藉由資訊平台之整合，將兩地間貨物運輸之障礙降至最低，以增加其運輸效率與降低成本。如果此一計畫成功並於中國推廣，未來中國整合之資訊平台將成為亞洲地區之主要平台(China Net)，而更可能推動整個亞洲資訊平台之整合，進而形成亞洲供應鏈中主要之環節。而台灣地區應仔細觀察相關發展，規劃應對策略，以增加我國之競爭優勢，在國際供應鏈中持續扮演積極之角色。International logistics has played the key role for cargo movement within the world; furthermore, it covered both air and sea transport to become the core of global supply chain. To gain Taiwan？H？Hs competitiveness, the Council of Economic Planning and Development (CEPD) has established the project of ？H？HGlobal Logistics Developemt？H？H to make Taiwan a hub in the world supply chain network. Taiwan, then, could be the platform for global businesses to integrated regional resources and informatiom. After decades of development, there are two regional information platforms been development. The first is Trade Net which provides the information exchange between Customs and relevant parties. The second - MT-Net, which played as the role of data bank of Ministry of Transportation and Communication, is short of the capabilities for value-added service or consolidation of relevant information. Therefore, Taiwan needs an information platform providing services covers both Trade Net and MT-Net. From a regional perspective, there is integration between regional information platforms, which may further become a platform covering most countries in Asia; that is the project been developed by Hong Kong. Hong Kong tries to combine the information platform between Hong Kong and Pearl River Delta (PRD) to strengthen their global competitiveness. This project was announced in 2002, and expected to be completed in 2006. Taiwan, as a major player in global supply chain network in Asia, should be aware of this project and find strategies to maintain its competitiveness.
