本研究計畫擬針對台灣海岸緩衝區之定義、劃設方法、規劃管理準則等項目進行分析與研究。計畫第一年將根據緩衝區之概念，藉由學理上之分析，如波浪、地形變遷及近岸流的海域區域以及陸域上之海水可能到達的區域，界定海岸緩衝區之陸域和海域的界線。以台灣代表性海岸為對象，探討在不同重現期的颱風波浪條件及平均最高潮位等因素的影響下，依據SBEACH 模式模擬海灘剖面變化情形，對不同剖面的海岸段進行動態模擬，分析相關海灘變化物理量之間的關係，並與溯升模式相結合，訂出海岸緩衝區水域及陸域之界線範圍與劃設流程，劃設範圍並將與台灣代表性海岸現況資源及海岸環境影響因子相驗證，進行海岸緩衝區綜合之研討。研究計畫第二年將以整合性海岸管理概念為出發點，於海岸緩衝區與生態環境、觀光遊憩、生態資源保育、海岸保護與海岸開發等不同使用目的的管理區域之間的關聯性進行研究，分析並瞭解海岸緩衝區與各區分管理區域在規劃、劃設準則、管理準則等方面的的關聯性與異質性，分別進一步整合以有效簡化經營管理上的複雜性，檢討並調整海岸緩衝區規劃管理準則，提出整合性海岸緩衝區規劃管理之建議。 The definition, delimitation of methodology, and criterions of planning and management on the coastal buffer zone in Taiwan are investigated in this study. In the first year, based on the coastal hydrodynamics (wave, tide, and current, etc.), the experimental run-up formula and the SBEACH model are used to determine the onshore and offshore demarcations of the coastal buffer zone, respectively. The project will take the representative coast to estimate the change of the beach profiles by SBEACH model, and the height of run-up by the experiment run-up formula. We will address a flow chart of demarcations for the coastal buffer zone after above investigation. Furthermore, the characterization of influential factors on the coastal buffer zone, coastal environment, and natural resources will be discussed extensively. In the second year, applying the concept of integrated coastal management, we will analyze the correlation and difference of significant topics (e.g. the management, planning, demarcations, and criterions, etc.) between the coastal buffer zone, and the other coastal regions for the purposes of ecological environment, tourism, coastal resource protection, and coastal development. The final objective in this study is to propose useful strategies on the integrated management for coastal buffer zone in Taiwan, covering the coastal topics of preservation, conservation, restoration, and sustainability.
