Description

Abstract
氣候變遷與衝擊至今仍具有相當高之科學不確定性且因區域而異。對此,國家氣候調適策略之規 劃若僅以過去氣候狀態為依據,將會削弱發展成果,並增加其脆弱度與不平等性;但若能在科技發展 上有所創新突破,反能很快地就國家未來發展提出因應氣候變遷的調適行動選項。此認知基礎確立了 氣候變遷調適科技整合研究計晝(Taiwan integrated research program on Climate Change Adaptation Technology, TaiCCAT)。TaiCCAT強調總計晝(本計晝)由上而下規劃與三分組由下而上的協力過程, 在環境系統分析、跨領域脆弱度評估、調適治理三大研究方面上的跨領域整合,落實氣候變遷調適的 科學服務與政策建議。總計畫設定的科學服務(六大產出)計為:科學報告、知識平台、示範計晝、 評量系統、科技路徑、國際網絡。而為發揮TaiCCAT的政策建議功能,乃藉助強化中的TaiCCAT支 援決策系統:1.界定問題與設定目標;2.評估現況暴露度/脆弱度;3.分析未來暴露度/脆弱度; 4.界定/評估調適選項;5.規劃/執行調適措施;6.監測與修正,對於決策所需資訊與流程提出調適 科技推動建議。 Climate change and its impacts have been known for its scientific uncertainty and huge regional difference. If planning for the future only base on the historical data of the climate, it will be detrimental to the development, deepen the vulnerabilities, and increase the pre-exiting inequities; therefore, our nation can swiftly have future options for actions in the adaptation to the climate change if we can have innovative breakthrough on technological development. This serves as the cognitive foundation for the national initiation of the Taiwan integrated research program on Climate Change Adaptation Technology (TaiCCAT). TaiCCAT is founded upon a comprehensive planning (top-down) with divisions of three working groups (bottom-up) to respectively focus upon the environmental system analysis, the vulnerability assessment, and the adaptation governance in order to have an interdisciplinary integration which aims to deliver both scientific services and decision support on the climate adaptation. There are six major scientific services in TaiCCAT including the scientific report, the knowledge platform, the demonstration project, the evaluation system, the technology roadmap, and the international network. Furthermore, to execute the function of the decision support in TaiCCAT is to utilizing the decision support system which provides the needed information and prioritizing the steps on the promoting adaptation technology by (1) identifying problems/objective, (2) assessing current exposure/vulnerability, (3) analyzing future exposure/vulnerability, (4) identifying/assessing adaptation options, (5) planning/implementing adaptation measures, and (6) monitoring and revision.
