Description

Abstract
氣候變遷背景下,沿岸水域漁業資源結構及傳統漁筏漁業可能受到海溫與海平面長期變化趨勢、海岸環境改變與極端天氣事件(例如:颱風)等效應影響,間接地引起沿岸海溫、海流改變及局部降水變化,對沿岸水域漁業資源結構及海岸漁村漁業活動,甚或社區居民生計產生衝擊。本研究藉由衛星(搭配劉正千之衛星水色遙測觀測)與現場觀測資料、沿岸漁業漁獲資料整理,擬掌握台灣北部桃園藻礁至淡水河口周邊沿岸漁業環境衝擊與漁筏漁業資源結構的變化趨勢與暴露度,並透過跨領域之物理環境(子計畫黃如瑤、黃志誠與陳先文之海流數值模式、現場波浪、近岸流與紊流的觀測等)與海洋衛星資料(本計畫及劉正千之水色資訊),及本計畫之淡水與竹圍及永安漁會漁業經濟(漁獲量與產值)與現場問卷調查和訪談之人文社會資料比對,掌握此一海岸帶所承受不同尺度的環境壓力及沿岸漁民與居民之社經屬性,分析不同區域(河口域及藻礁區域)水文環境差異或季節(年間)改變對漁業資源(含生物資源與漁業活動)結構變動的影響,進而透過專家會議及層級分析法共同建構兼具自然(沿岸漁業)與人為海岸設施變遷及社會人文(教育)內涵之環境衝擊潛勢與社區發展指標,以評析不同屬性漁村之環境衝擊潛勢與社區發展的異同,強化總計畫之海岸帶資訊交流平台結構,支援海岸環境變遷治理及研擬(江益璋)海岸景觀與遊憩、教育與保育使用規劃與(李政諦)各項海岸活動整合經營之探討。 The world’s fisheries provide more than 2.6 billion people with at least 20% of their average annual protein intake. However, more than 75 percent of world fish stocks for which assessment information is available are reported as already fully exploited or overexploited (or depleted and recovering from depletion). Except the fishing issue, climate change may be the key factors to influence the fisheries production associated with their spatial distribution. The fishery village with the fishery industry and stakeholder were subsequently affected by this impacts of change in production and temporal and spatial distribution. In the coastal waters along the Tamshui estuary to Tao-yuan algae reef area of Taiwan, the fishery landing was also decreased to the low level since 1980s. Therefore, this study try to follow the object of integrated project “Land-Ocean Interactions in the Changing Coastal Zones of Taiwan: Scientific Basis and Societal Engagements” for co-delivering the possible impacts on the fishery resource structure and then the fishing village with the social and economic response along the coastal waters of Tam-shui estuary to Taoyuan algae reef area. The bi-physical and social-culture-economic data will be integrated from the model, satellite and questionnaire data co-designed and supported by the sub-project investigator of team. The canonical cluster analysis will evaluate the possible relationship of fishery resource structure to the marine environment and fishing activity. The analytical hierarchy process (AHP) model will be evaluated by expert and measure the weighting criteria of natural (i.e. sea surface temperature, sea level high, current, fishery resource structure, biodiversity) and anthropogenic (i.e. economic and social activity in fishery or non-fishery industry) changes with the questionnaire (i.e. stakeholder perceptions) using the Delphi method. Comparison in the weighting criteria of natural and anthropogenic factors at three fishing villages of Tam-shui, Chu-wei and Yong-An were evaluated. Finally, the integrated environmental potential impact with the fishing community village development were build up in coming two years and used for promoting and delivering the data bank structure associated with the utility, protection, and adaption technology strategy on the development of coastal zone, western Taiwan.
