Description

Abstract
本計畫之目的在於:調查台灣海岸帶變遷的脈動與海岸帶的民生及經濟發展現況及其互動關係,同時研究台灣海岸帶物理-生地化過程與生態系之運作機制,這些科學研究所建構之知識體系、田野調查與現場觀測數據,將提供作為台灣海岸帶治理的依據、行動方案與政策白皮書先行報告的參考。本計畫以共同設計、共同產出、共同實踐的精神,整合團隊資源積極參與Future Ocean等國際組職與重要會議,協助政府進行治理海岸帶,不僅促進民生經濟發展之需求,更可逐漸恢復海岸帶的原始風貌,共創多贏的局面。本計畫針對下列數個目標進行研究主題規劃:海岸開發、海岸後退的國土保護與海岸環境的污染防治與監測。海岸都市與聚落、海岸景觀的維護、教育與遊憩使用。海岸棲地與海洋資源的保育、復育與生態系功能維護。針對海岸帶地層下陷的縣市,提出減緩地層下陷的方案。為達計畫目的,本計畫訂定五大工作項目如下:進行海岸帶、近岸海洋之環境、生態觀測及人文調查,建立必要之長期觀測站網及資料庫。建立近岸海洋之物理數值模擬系統、生地化模組及生態模式,發展近岸海洋之污染傳播及災害模擬系統,針對環境劣化、氣候變遷影響下,增強環境生態破壞及海岸災害風險之預測能力。建立離岸(高雄永安海域)養殖漁法模組,輔導漁民從事純海水養殖,逐漸杜絕抽取地下水的行為。建立資訊交流平台;舉辦定期之國內及國際研討會或工作坊,以利學界、政府及非政府相關單位間之交流,積極推動人才培育,並整合團隊力量與國際接軌。建構、應用知識體系,協助政府及非政府組織,研擬因應措施及治理政策白皮書先行版,以期達成海岸帶永續經營之目標。本計畫積極培養、整合相關人才,增加觀測與研究設備,並建立整合性的研究團隊。今年度實際參者有 10位博士級研究人員,申請執行11個計畫,依研究內容分為物理與模式、水文與生地化、生物與生態、社會科學等四組。本計畫藉由超學門(trans-disciplinary)研究模式,聚焦兩河口(淡水河與高屏溪)、高雄永安海域與藻礁海岸進行研究,對核心區域(永安)放置浮桶離岸養殖,並作較密集之觀測、調查與分析。首先由國際連結及社會需求釐清議題,在基礎研究方面,從陸地集水區經河道、河口、海岸到台灣海峽,觀測陸源物質來源、輸送、混合擴散,與其生態響應,進而評估人為作用與氣候變遷對海岸環境與生態的影響,最後將知識體系與科學數據收斂為海岸治理政策白皮書 The objectives of this proposal are to investigate the changes in the coastline of Taiwan and its relationship with people's livelihood and economic development in the coastal zone, and to study the physical and ecological processes of the coastal zone in Taiwan and the operational mechanisms of the ecosystems. The field observations will be used as references for the white paper of Taiwan coastal zone managements. The proposal aims to contribute to the sustainable development of the coastal economy by integrating the resources of the team with the participation of international organizations and important meetings such as Future Earth to jointly design, produce, and practice together. It will not only promote the development of the people's livelihood but also gradually recover coastal zone of the original style, create a multi-winner scene. The proposal is designed to address the following objectives: Coastal development, coastal retreat of land protection and coastal environment pollution control and monitoring.Coastal cities and settlements, coastal landscape maintenance, education and recreational use. Conservation and rehabilitation of coastal habitats and marine resources and maintenance of ecosystem functions.Aiming at coastal land subsidence, the proposal mitigates the scheme of land subsidence. The five objectives in the proposal are as follows:(1) To conduct coastal marine environment, ecological observation and humanistic investigation, and establish long-term observation network and database.(2) To establish near-shore marine physical numerical simulation system, ecological modules and ecological model, the development of coastal marine pollution and disaster simulation system for environmental degradation, climate change under the influence of enhanced environmental ecological damage and coastal disaster risk prediction ability.(3) To establish seawater pipeline for providing pure seawater to aquaculture fishermen and encourage pure seawater aquaculture and gradually give up using groundwater.(4) To establish information exchange platform; the organization of regular domestic and international seminars or workshops to facilitate academic, government and non-government-related exchanges between units, and actively promote talent cultivation, and integration of teamwork with international practice.(5) To build and apply knowledge systems to assist governments and non-governmental organizations to develop a first-hand version of the white paper on response governance policies with a view to achieving the goal of sustainable coastal management.The proposal actively cultivates and integrates related personnel, increases observational and research facilities, and establishes an integrated research team. There are 10 Ph.D.-level researchers who have applied for 10 sub-proposals in this year. They are divided into four groups: physical and model, hydrology and habitat, biology and ecology, and social sciences. The project focuses on two river estuaries (the Danshui River and the Gaoping River), Yung An fishery district and the algal reef coast, with intensive observation and analysis. We will make international links and social needs together and conduct our research from the land catchment by the river, estuary, coast to the Taiwan Strait through terrestrial sources, transport, mixed diffusion, and ecological response, and then assess the impacts of human interaction and climate changes on coastal environment and ecology. Finally, we will converge knowledge systems and scientific data to a coastal governance policy white paper.
