本研究計畫目的在(1)分別從政府部門、學者專家與業者觀點，試建立台灣地區國際商港永續經營與發展評鑑的指標; (2)從港務局人員觀點，探討台灣地區國際商港永續經營與發展管理的政策與實施情形；(3)從國際商港利害關係人觀點，瞭解其對國際商港永續經營與發展管理認知程度，以做為業者永續經營與發展管理措施改善與政府對國際商港永續經營與發展管理政策與監督之參考。在方法上，本研究將應用探索式與驗証式因素分析萃取出主要的永續經營與發展評鑑指標與管理構面，再利用變異數分析(1) 政府部門、學者專家與業者對國際商港永續經營與發展評鑑的指標之差異；(2)各港務局在永續經營與發展管理的政策之不同；及(3)不同的國際商港利害關係人對國際商港永續經營與發展管理認知程度之差異。本研究結果將可提供給政府對台灣地區國際商港永續經營與發展評鑑的指標之參考，並可提供給港務局永續經營與發展管理制度改善之用，及瞭解相關單位對此之認知，提供給業者與政府做為續經營與發展決策之參考。 This research aims to develop the crucial indicators of sustainable development and operations assessment of international ports from the viewpoints of stakeholders, government, port authorities and academics. In addition, this research seeks to evaluate strategies of sustainable development and operations assessment. The key assessment indicators will be identified based on factor analysis, whereas ANOVA was employed to identify the perceived differences of indicators of sustainable development and operations among the port stakeholders. The results of the research will be useful for government to assess sustainable development and operations. Theoretical and practical implications of the research findings will be discussed.
