近年產業供應鏈不論因受全球極端氣候之侵襲、或受全球化的經濟影響，特別是在全球供應鏈跨國運作的環境下，而顯出某種程度的脆弱，亟需加強本身之恢復力以因應環境的迅速變化並取得相對競爭優勢；不論公私部門面對層出不窮的供應鏈斷鏈危機事件，都必須嚴肅思考此一課題，並儘速發展危機應變能力。運輸物流供應鏈風險問題，也受到國際組織的關注，包括：世界經濟論壇、APEC、以及世界銀行等聯合國相關組織，本研究也將蒐集國際組織最新的相關倡議與計畫。此外，對於運輸物流供應鏈遭遇威脅的脆弱度所導致的斷鏈風險，未來各主管機關應經由風險辨識、風險評估、計畫擬定、演練與訓練等實施，有系統的鑑別威脅的潛在風險，建立具體可行的相關應變機制，以確保政府及企業內部均有能力回應重大事件、風險與災害，降低潛在風險對政府基礎建設及企業營運連續性的衝擊，達到永續經營之目的。基於上述背景說明，本研究的目的即在深入了解國際物流產業因應天災之即時反應機制及建立運輸部門供應鏈恢復力之發展藍圖，以健全運輸物流供應鏈危機處理體質，確保我國企業之永續發展。 Under the supply chain increasingly transnationalized and globalized, ensure the supply chain lean and Just-in-time operation, for supply chain partner enterprise and even the countries' economic development, is a very importation issue. However, in recent years, the management negligent and extreme weather often leads to globalized and highly lean operation supply chain disruption. For these reasons, this project attempts to: (1)collect and review most recent development and internation organizations'(UN,WEF, APEC) initiatives for the issues; (2)analyze and evaluate the vulnerability and resilience of the airports, seaports and CPT platform information system of our international transportation and logistics infrastructure; (3)propose government's industrial supply chain sustainable development policy, strategies and action plans, and recommend a long-term development blueprint and road map.
