Description

Abstract
2009 年8 月8 日莫拉克颱風於嘉義、台南以及高雄山區發生長延時且超量的降雨, 造成台灣南部地區重大災害。位於台南縣的曾文水庫,其設計水庫容量為7 億萬立方 公尺,主要用水標的為農業用水,因上游集水區之沖蝕與大規模坡面崩塌,大量泥砂 隨著河川逕流進入水庫,造成9000 萬立方公尺泥砂之淤積,導致水庫容積大量減少, 嚴重影響水庫壽命與供水功能,加重南部地區水資源管理與調配之困難。 因此本計畫擬以曾文水庫及其集水區為研究對象,研擬水庫防洪減淤多目標規劃 與最佳操作模式發展,因應水庫集水區未來在極端降雨條件下,同時面臨「水」與「砂」 複合性災害下,提出水庫防洪、減淤之調適策略。本整合型計畫包含水文氣象、坡地沖 蝕與泥砂傳輸、與水庫管理與調適策略三大領域四個子計畫。水文氣象主要探討極端氣 候之水文分析方法,包含子計畫一「考慮颱風與西南氣流共伴效應之PMP 研究」;子計 畫二「異常極端降雨量對水文頻率分析之影響與風險評估」;子計畫三「推估集水區逕 流量與土砂產出量以進行水庫泥砂動態分析」;及子計畫四「水庫防洪減淤多目標規劃 與最佳操作模式發展」。本計畫研究成果將有利於水庫之永續利用。 Typhoon Morakot invaded south Taiwan on 8 August 2009 with heavy and long duration rainfall in Chiayi, Tainan, and Kaosiung to result in serious disaster in these areas. The Tseng-Wen Reservoir, which is located in Tainan County, with a design capacity of 700 million m3 is the main reservoir for agricultural water resource. Since the heavy rainfall resulted in serious erosion and hillslope failure, a large amount of sediment flush with runoff to the downstream reservoir to cause 90 million m3 depositions. The larger amount of deposition significantly reduces the available agricultural water resource in south Taiwan and also reduces the useful life of the reservoir. The main purpose of this 3-year integrated project is to develop the reservoir operation strategy for flood mitigation and deposition reduction under extreme storm scenarios, in which the watershed inclines to face multiple disasters caused by both flood and sedimentation. The Tseng-Wen Reservoir watershed will be selected as study area. This integrated project covers the study areas of hydro-meteorology, sediment yield, reservoir turbidity, and reservoir optimal operation, which are composed of four sub-projects. This first sub-project studies on the PMP (probable maximum rainfall) under the combination of both Typhoon and monsoon. The second sub-project studies on the impact of extreme storm on frequency analysis and risk analysis. The third sub-project studies estimation of sediment yields and the time-varying of the turbidity concentration. The fourth sub-project develops multiple strategies and optimal operation for flood mitigation and deposition reduction. The study will be advantageous for sustainability of reservoirs.
