Description

Abstract
本研究計畫主要目標為建置高階準確且快速模擬分析之大尺度數值模式,藉 由求解等位函數法及不可壓縮流 Navier-Stokes方程,針對因侵台颱風或地震引發 港口及沿岸地區暴潮的壩體或其他擋水結構物潰決所造成災害性之非線性物理 現象的進行研究分析。台灣沿岸地區壩體結構物如因地形變化所產生之淺化碎波 作用(shoaling breaking wave),將造成對壩體或其他擋水結構物的破壞發生瞬時潰 決,使洪水大量湧出,導致下游或低窪地區造成很大的災害。因潰壩潰決造成的 洪水雖然範圍不大,但是破壞力相當的強;因此,如何針對侵台颱風或地震引發 港口及沿岸地區暴潮的潰壩潰決之預防及防災一直是現今於汛期防災所關注的 問題之一。本研究計畫將建置針對因颱風或地震產生的暴潮對台灣沿岸地區或港 口的之數值分析模式,並藉此模式探討未來因颱風或地震引發暴潮預警之可行 性。各年度工作重點如下: 第一年為建置高階準確且能快速模擬分析之數值模式,並蒐集颱風及地震資 料,了解因侵台颱風或地震引發港口及沿岸地區暴潮壩體或其他擋水結構物潰決 相關文獻及歷史個案。另外也將蒐集台灣地區海口及沿岸地區之潮汐、波浪及海 流資料,以備研究之進行。此年度預計完成潰壩潰決波的演化過程進行數值模擬 測試,並將與實驗結果比較,以證明模式可以有效且快速捕捉潰壩波隨時間變化 之傳播過程。 第二年為分析侵台颱風或地震引發港口及沿岸地區暴潮的潰壩潰決之結 果,比較數值模擬與觀測實驗之時空分佈差異。最後本研究計畫將綜合二年研究 成果,評估該數值模式對台灣沿岸地區因侵台颱風或地震引發港口及岸邊暴潮的 壩體潰決模擬能力與未來預警可行性,以作為壩體結構物規劃及設計參考之用。 This project aims to develop a highly accurate and efficient level-set based incompressible Navier-Stokes equations solver to analyse the non-linear physical phenomenon of the dam-breaking situations caused by typhoons or earthquake. Shoaling breaking wave due to the changes of the topographies for the dam structures near the coastal areas of Taiwan will make the dam be broken and make the water be flooded. It will cause huge disasters for the downstream and low-lying areas. The flood due to the dam-breaking will always cause huge disasters, although these only affect small areas. This is why people always pay a lot of attentions for this kind of situations. This project will analyse the disasters at coastal or harbor areas due to the typhoons and earthquakes by using the present numerical simulations. We will also investigate the possibility of the forecast of the typhoons or earthquakes. Here we will show the schedules of this project: For the first year, we will develop and validate the highly accurate and efficient numerical schemes. The cases and information about the dam-breaking disasters near the at coastal or harbor areas in Taiwan will be collected. We will also collect the cases and information about the dam-breaking disasters. The dam-breaking situations will be investigated by the numerical simulations. The comparisons will be made to validate the accuracy, efficiency and applicability for the present numerical models. For the second year, we will compare the numerical results with the real ones to develop a forecast model for the flood or dam-breaking situations. We can also provide the results for designing and analyzing the dams.
