Description

Abstract
我國人口與經建資源高度集中於主要都會區,而近年來颱風或極端降雨所造成之都市 淹水常導致重大之社會經濟損失。由於都市對淹水之耐受度較低,故都市防洪與減災 成為各級相關政府部門之重要職責。尤其近年來極端降雨發生之頻率增加,如何因應 此現象對都市淹水之衝擊成為都市水文規劃與防災上之關鍵課題。都市防洪與減災問 題與其因應策略之研擬,需考慮如下之都市水文特性: (1) 高密度之土地利用與特殊之都市地形變化 (2) 複雜之地表排水、滯洪構造物與下水道排水系統之整合 (3) 都市防洪保護標準與重要河川與防洪構造物保護標準之差異 (4) 集流時間極短,迅洪(flash flood)效應明顯,預警與應變時間不足 (5) 防洪工程用地取得不易,導致防洪策略規劃難以周全 (6) 淹水容忍度極低。一旦發生淹水,即造成巨大損失 (7) 對氣候與環境變遷之衝擊高度敏感 本計畫擬以三年期間針對上述都市防洪特性,從總合治水之觀點,探討都市防洪規劃 與減災之治理策略,包括都市防洪準則與減災策略研究、都市淹水模擬模式評估、都 市防洪預警與應變機制研究、因應氣候與環境變遷之都市防洪對策。 In Taiwan a few major cities account for over 75% of the total population. As a result, cities are very vulnerable to typhoons and major storms. In recent years, we have seen heavy casualties caused by typhoons and major storms and it is imperative for a comprehensive evaluation on the capabilities of the existing urban drainage systems. Urban stormwater hydrology is characterized by the following unique features: (1) Highly developed landuse and unique elevation variation (2) Complicated surface water and sewer drainage systems. (3) Inconsistent flood protection criteria for urban drainage and river flood flow. (4) Very short time of concentration (5) Limited space for construction of flood control facilities (6) Very low tolerance for inundation (7) High risk of environmental and climate change In a period of three years, this project aims to evaluate the current design criteria and to assess the capabilities of the existing urban drainage systems, from an integrated water resources management point of view. Specific tasks of the project include: (1) Evaluation of the urban flood control design criteria and mitigation measures, (2) Assessing the capabilities of the hydrologic and inundation models, (3) Investigation of the urban flood warning and response mechanism, and (4) Assessing the impact of climate and environmental change to urban flood control.
