離岸風力發電未來將成為台灣再生能源主要來源之一，可開發風場包括經濟部能源局公告36 區塊(水深小於50 米)與新竹外海高風能密度區塊(水深約為50~90 米)。然而，短期內大量開發風場將面臨傳統固定式海氣象觀測塔施工空窗期過長與成本高昂等挑戰。此外，風場開發後運維期間的風機性能、風機控制與尾流損失等效益評估迫切需要高機動性量測方案。因此，國立成功大學水工試驗所將與慧技科學公司共同合作並組成一跨領域團隊，研發國產自主化的浮動式光達載具以及系統，透過技術分析、設計、耐海性實驗、數值模擬、驗證、實海域測試與資料分析建立，進行一系列完整研究，致力於解決上述難題。預計將掌握浮動式光達國產化三大關鍵技術- 適合台灣海域之高耐海性載具、多元系統整合技術、浮動光達資料分析標準程序建構。本計畫共分兩階段，第一階段依據台灣海域調查資料，進行高耐海性載具概念設計，並委由第三方進行初步驗證。接著於大型斷面水槽(300*5*5 米)進行耐海性測試，藉由靜態與動態實驗進行穩定性評估。第二階段為實驗結果回饋至基本設計規，並由第三方進行技術驗證。同時，慧技科學公司將與國內開發商合作，建造浮動式光達載具、整合光達、電源、收錄系統等。實海域測試預計與固定式海氣象觀測塔進行為期6 個月的資料比對，按照現有國際規範與技術報告，量化光達量測資料的不確定性，以供日後風場開發估算風能潛勢、運維與銀行融資使用。 Taiwan Strait has substantial wind resources and it is expected that wind power will be one of main renewable energies in the near future. The potential wind farms include the 36-zones announced by Bureau of Energy and regions with highest wind power density near the Hsinchu offshore. However, rapid development of wind farms need to construct several hub-height met masts within one year each of them costs around 150 million NTD. Furthermore, the engineering problems of power performance evaluation, wind turbine control and wake losses rely on wind measurement from a high flexibility approach. As a result, Tainan Hydraulics Laboratory, National Cheng Kung University (THL, NCKU) and Smartec Scientific Corp (SSC) will devote to develop a domestic floating LIDAR-based vehicle and integrate necessary systems. Three key technologies for a floating LIDAR are high performance of seakeeping vehicle, system integration and sensitivity analysis of wind data, which will be carefully studied via technology analysis, design, seakeeping experiments, numerical models, certification, filed test and standard data analysis. In the first phase, the preliminary design is proposed based on the local climate conditions and the design will be certificated by a third party. The seakeeping test will be conducted at a super tank (300*5*5 m) in THL, focusing on static and dynamic properties of vehicle. The experimental results will be feedback to primary design, and a technology certification will also be investigated by a third party. In the second phase, SSC will cooperate with developers to build the vehicle for floating LIDAR system and install the LIDAR, power and recording systems. The domestic floating LIDAR will begin a 6-month validation campaign with existed met mast in Taiwan. The wind data observed form LIDAR will be analyzed following the international technical specification.
