本研究計畫之主要目標為釐清國際海洋法法庭第31號諮詢意見作成後，台灣在全球海洋與氣候治理的角色與義務，並探討臺灣應如何在國際海洋法框架下回應氣候變遷與海洋環境保護以及生物資源養護之要求。研究計畫之任務有二：（1）自全球脈絡觀察ITLOS第31號諮詢案對氣候變遷治理與海洋治理之影響，特別是探討國際社會在氣候變遷下的海洋環境保護義務；（2）藉由釐清台灣在全球海洋與氣候治理的角色與義務，思考臺灣應如何應對氣候變遷對海洋生態系統帶來的挑戰，進一步制定具體的政策與行動方案，以促進臺灣在國際海洋治理中的積極參與和海洋環境保護之貢獻。
