Description

Abstract
海洋資源的保育與復育已成為國際間主要的研究重點之一,2003 年在南非舉辦 的第五屆世界保護區大會(Vth World National Parks Congress)中以「跨界利益」為 主題,會中所達成之「德班協定(Durban Accord)」也為海洋保護區訂定一個新的 制度,並希望在2012 年前,全球將增加海洋保護區面積至12%,並完成海洋保護 區區域網絡及資料庫之建立。在此前提之下,海洋保護區網絡的劃設已成為現階段 各國積極執行的目標,但海洋保護區網絡在劃設上卻面臨海洋空間資料整合、區劃 模式複雜、保護標的多元、管理執法困難等挑戰,本研究以台灣宜蘭龜山島周邊海 域為例,進行海洋保護區網絡劃設之研究,宜蘭周邊海域地處黑潮北流之通道,擁 有海底活火山、海域生產量高,因此盛產各種蝦、蟹、花枝等高經濟性魚類,而成 為台灣沿近海漁業的主要作業區域;此外,此海域也是台灣東海岸賞鯨豚的最佳地 點之一。然而,由於長時期的漁業開發與過渡捕撈,以及海岸不斷的開發與污染, 致使此海域的保育利用成為眾所關切的議題,本研究為三年期整合性計畫之第三 年,以海底熱泉、鯨豚及漁業資源做為此海域主要之保護標的,並透過地理資訊系 統 (Geographic Information System,GIS) 建立海洋保護區網絡之架構。 Marine resource conservation and restoration is a major research topic. During the Vth World National Parks Congress in South Africa in 2003, the Durban Accord was signed and all of the countries involved agreed to establish a new system for Marine Protected Areas (MPAs) in order to increase the area of MPAs to 12% globally and to establish an MPA network and database. Consequently, setting up an MPA network has become an important issue among all of the participating countries. Nonetheless, establishing the MPA network is accompanied by a number of challenges, such us properly integrating the marine spatial database, appropriately handling the complexity of zoning models, diversifying the protected objectives, and dealing with the difficulties associated with MPA management and enforcement. The proposed research project studies the coastal area of Gueishan Island in I-Lan County, Taiwan and aims to establish an MPA network. One of the major active sea-volcanoes is located in the coastal area of I-Lan and possesses a unique hydrothermal vent ecosystem. Due to its high productivity, the waters of the I-Lan coastal area have become well-known fishing grounds, as well as a popular locale for whale and dolphin watching. Nevertheless, over-fishing, land-based pollution, and extensive tourism in coastal areas have recently become a focus of environmental concern. Since establishing a marine protected area has been recognized as one of the most important and effective measures by which to conserve marine biodiversity, more research on the feasibility of establishing an MPA along the I-Lan coast is required. The proposed research focuses on the hydrothermal vent ecosystem, whales and dolphins, and fishing research, three of the main aspects to be considered for protection. The Geographic Information System (GIS) is used in this research as a tool for establishing the framework of an MPA network.
