Abstract
中文摘要細部計畫1:海岸濕地碳匯量測方法學及本土係數建立藉由先期研究(建立養殖產業碳匯調查先期研究與建立養殖漁業碳排資訊先期研究),本團隊進行養殖產業主要碳匯資訊項目之彙整,包含虱目魚及臺灣鯛,並彙整其調查方法,透過碳匯資訊與調查方法之彙整,規劃及提出養殖產業碳匯調查標準作業流程之建議。然而,國內外海岸濕地碳匯議題,多以復育海岸、鹽沼棲地與紅樹林為主,海岸養殖產業(如沿岸之九孔與牡蠣養殖產業)亦為海岸濕地一部分,仍缺乏系統性之瞭解與評估研究,有必要瞭解其分布、面積現況與碳匯特性,同時建立面積變化監測機制,發展適用於長期監測海岸濕地之碳匯量測方法,並透過整理分析碳匯估算方法所需相關係數,進而建立本土係數,俾利後續研擬政策及法規設計誘因機制,規劃碳定價與交易機制,推廣綠色消費及農民教育,以及建構永續韌性養殖漁業體系之目標。 細部計畫2:養殖漁業碳匯調查及建立量測方法學本團隊透過建立養殖產業碳匯調查先期研究(111農科-6.4.1-漁-FA)與建立養殖漁業碳排資訊先期研究(111農科-6.4.1-漁-F9)中,將模式物種(虱目魚及臺灣鯛)進行養殖產業主要碳匯資訊項目之彙整,並彙整其調查方法,藉由碳匯資訊與調查方法之彙整,規劃及提出養殖產業碳匯調查標準作業流程之建議,以初步盤點相關碳匯項目、調查方法與標準作業流程。然而,面對環境變遷的問題,若僅止於先期研究,並不足以因應當前的嚴峻狀況,了解並積極有效管理與監測碳匯功能,藉以提升自然生態系統的CO2吸存量,已經刻不容緩。但是我國目前對於海洋碳匯議題,仍缺乏系統性之瞭解與評估研究,養殖產業亦為人工濕地一部分,有必要瞭解及增加養殖池吸存二氧化碳情形與效益,並調查養殖漁業碳匯情形與探討養殖池水與土壤之菌相及其波動在養殖生產過程中與固碳之關係,建立量測方法學、本土碳匯係數及基線資料,建置完善的氣候法規範架構,引導產業因應氣候變遷調適政策,評估養殖漁業碳匯經濟之可能性,以符合國際淨零排放趨勢及達到國內淨零排放政策目標。 英文摘要1:Establishment of the measurement methodology for coastal wetland carbon sink and the local carbon sink coefficientThrough preliminary researches (establishment of the preliminary research on the carbon sink survey in the aquaculture industry and the preliminary research on the carbon emission information in aquaculture), the team will compile the main items of carbon sink information in the aquaculture industry including milkfish and Taiwan sea bream, and compile their survey methods. Then, the team will plan and propose a standard operating procedure for carbon sink surveys in the aquaculture industry through the integration of carbon sink information and survey methods. However, domestic and foreign carbon sink issues of coastal wetlands mostly focus on the restoration of coasts, salt marsh habitats and mangroves. Coastal aquaculture industry (such as the abalone and oyster farming industries on the coasts) is also a part of coastal wetlands, but there is still a lack of systematic understanding and evaluation research. It is necessary to understand its distribution, area status and carbon sink characteristics; establish a monitoring mechanism for area changes; develop carbon sink measurement methods suitable for long-term monitoring of coastal wetlands; and establish local coefficients by sorting and analyzing the related coefficients required for the carbon sink estimation method, in order to facilitate the subsequent development of policies and incentive mechanism for regulatory design, the planning of the carbon pricing and trading mechanism, the promotion of green consumption and farmer education, and the goal of building a sustainable and resilient aquaculture system. 2:Investigation on aquaculture carbon sink and establishment of measurement methodologyOur team collected the main carbon sink information of the model species (milkfish and Taiwan sea bream) in the aquaculture industry based on "Establish the carbon sink investigation of aquaculture industry: preliminary research" (111AS-6.4.1--FA) and "Establish the carbon emissions information of aquaculture industry: preliminary research" (111 AS-6.4.1-fishing--F9), and compiled their survey methods. Through the compilation of carbon sink information and survey methods, suggestions on the standard operating procedures of the carbon sink investigation for the aquaculture industry are planned and proposed, in order to inventory relevant carbon sink projects, survey methods and standard operating procedures. However, to confront the problem of environmental changes, if projects are limited to preliminary researches, it is insufficient to cope with the current severe situation. Therefore, it is urgent to understand and actively and effectively manage and monitor the carbon sink function, so as to improve the CO2 storage of natural ecosystems. However, there is still a lack of systematic understanding and evaluative research on the issue of marine carbon sink in our country. The aquaculture industry is also a part of constructed wetlands, so it is necessary to understand the situation and increase the effectiveness of culture ponds in absorbing and storing CO2; investigate the situation of carbon sink in the aquaculture industry; investigate the relationship between microbiota, along with its fluctuations, in the water and soil of culture ponds and carbon sink throughout production; establish a measurement methodology, local carbon sink coefficients and baseline data; establish a complete rules and regulations structure for climate; guide industries to adjust policies in response to climate change; and assess the feasibility of carbon sink economy in aquaculture, in order to comply with international net-zero emissions trends and achieve domestic net-zero emissions policy goals.
