Description

Abstract
自2011年以來我國每年漁船海難事故件數均超過400件,其中非常嚴重及嚴重件數佔85.86%,且事故嚴重程度有升高趨勢。本計劃以貝葉斯網路為基礎建構漁船海難事故風險評估模型,分析與預測漁船海難事故嚴重程度並量化呈現各因素影響程度,且以情境分析模式針對特定船舶所處情況特徵,即時預測嚴重程度,期可加強漁船海難事故應變。 本研究建構之模型,結合K2結構演算法,以提升分析結果客觀性,並將針對K2演算法之節點次序依賴、數據缺乏、節點雙指向問題進行改善,提升演算法應用於貝葉斯模型適用性。研究成果可作爲搜索與救助主管機關風險分級、搜救資源佈署之參考,提升應急決策效率並作為未來漁船安全政策擬定之參考依據。
