本計劃旨在盤點2030年前國際與我國海洋安全治理重要時程，建立「國際—我國雙軌時程對照架構」，並進行時程影響評估、七類落差分析、權責盤點及政策建議。研究範圍涵蓋海洋權益、海上治安、海事安全等相關議題，並分析日本、澳洲、英國等國之相關治理經驗。預期成果包括國際及我國時程總表、視覺化雙軌時程、七類落差與風險分級、示範案例、RACI型跨部會權責矩陣、分年政策建議及可持續更新之資料庫與作業規範。 This project identifies key international and domestic milestones in ocean security governance up to 2030 and develops a dual-track timeline framework for Taiwan. It combines timeline-impact assessment, a detailed seven-category gap analysis, responsibility mapping, and policy recommendations. The scope covers issues related to maritime rights, maritime law enforcement, and maritime safety, with comparative governance cases from Japan, Australia, and the United Kingdom. Expected outputs include international and domestic timelines, a visualized dual-track timeline, risk-graded gap analysis, a demonstration case, an inter-agency RACI matrix, phased recommendations, and an updateable database with operating protocols.
