In recent years, Taiwan's fishery-based communities (FBCs) have faced the dilemma of sustainable development. The United Nations Sustainable Development Goals (SDGs) are an important reference for the sustainable development of Taiwan's FBCs to link social, economic, and environmental aspects. Therefore, an understanding of the key factors for the sustainable development of FBCs is critical for Taiwan. Based on the above issues, this study selected the northeastern FBCs of Taiwan as the research field and referred to the relevant literature to design the questionnaire. To obtain the opinions of different stakeholder groups regarding the choices and preferences in the assessed factors of the sustainable development of the FBC, the Delphi method and the analytic hierarchy process were adopted. The results showed that different stakeholders agreed that the sustainable development of the FBCs required the active pursuit of community-oriented economic development while taking into consideration the sustainability of ecological and marine resources. The findings provide insight into the various perspectives held by individual groups; therefore, accelerating the integration of different opinions might facilitate appropriate solutions and effective negotiations in FBCs.en_US
