Abstract: 
This article analyses the factors that cause a reduction of energy intensity in the industrial sectors of Inner Mongolia. By constructing a decomposition model, this study explores the contributions of energy conservation and industrial structure policies to energy consumption between 2005 and 2016. This study concluded that the reduction of energy consumption share and enhancing the energy efficiency of industry sector and transportation, storage, post & telecommunication services sector is the core issue for the reduction of energy intensity in Inner Mongolia. The adjustment of industrial structure is another driving factor; however its effect is obviously less than that of the effect of energy intensity itself.
