| dc.description.abstract | 經濟全球化發展的同時，也對環境、社會和民主帶來許多衝擊。資本主義式的發展模式其永續 性受到挑戰，許多基層社區和組織開始思考並實踐另類經濟模式的可能，善用地方資源、創意和人 與人之間的合作來填補市場失靈和政府失靈的縫隙。有別於利潤導向的市場經濟，社會經濟更重視 人的價值和社群共同的福祉，透過經濟參與、民主決策、教育賦權社群，強化草根民主。本文簡介 加拿大魁北克社會經濟的制度經驗，提出臺灣社會經濟制度設計的要素：（1）社會經濟的推廣、 教育和訓練。（2）社會經濟的資金取得的管道多元。（3）結社民主與夥伴關係的協力治理。（4） 制度化之於社會經濟相關政策，要能讓社會經濟組織和事業發展更為順暢，避免簡化為標準化 | en_US |
