本所是以海洋法律為研究及教學重點的法律專業研究所，故常受政府委託進行各項海洋法律立法或修法之研提，對國家海洋法制之建立與改善，著有貢獻。本所之主要設立宗旨在於研究海洋法學的高深理論，培養國際公法學與私法學的專門研究人員，並對海洋法學有關問題提供建議，以促進海洋資源的開發與利用，進而確保國家對海洋的掌握與維護應有的權益。
