面臨高齡化社會所帶來的衝擊,臺灣公共圖書館提出的因應策略,較著重於銀髮族閱讀活動的推廣,而忽略了如何提升公共圖書館服務品質,來滿足高齡者的資訊需求與服務,因此,本文藉由 PZB 服務品質模式,應用層級分析法發展出適合高齡化社會公共圖書館經營策略指標,並透過學者、實務工作者(館員)、高齡者三群專家來衡量指標的權重值與優先順序,藉以瞭解其看法上之差異,作為未來決策的參考。
Facing with the impact brought by the aging society, the Taiwan PublicLibrary proposed the strategy which is emphasized the promotion related to the reading activities for the silver-haired and it is neglected to upgrade the service quality for public libraries in order to meet the seniors’ need and service for information. This paper based on the service quality of PZB pattern and the Analytic Hierarchy Process to develop the managing strategy guideline for public libraries, which is suitable for the aging society. At the same time, it is to weigh the value of the target and the order of priority in accordance with three groups of experts: the scholars, the practice workers (librarians) and the seniors, and to find out the differences of their points of view for the reference of policy-making in the future.
